Charms are changing the 'skin/ uniform' colours of enemies and teammates to make them more visible.

For example a bright pink skin would make enemies easier to spot on a dark map than the usual dull colours of the enemies uniforms.

I think we should keep this as simple as possible. If there is a cheat obvious on the SS = ban, I think if we try and decide whether it was chams or WH might just complicate things....

You shouldn't distinguish between Wallhack and charms. Changing the color of the skins should and have been banable in the past.

Everything skin related, which give the player an advantage should be banned. This also includes custom skies as they , if set on specific colors , help spot enemies faster. Since there are no filmtweaks it will be quite easy to spot too.

Glove and weapon skins can be ignored on this case as they don't give an advantage and are only got the looks.
At least that's my opinion and that's how we basically handle it on my community. Except for the player skins as we have a prestige option with different custom made skins .
